Upgrade 97 to 2003

trying to upgrade Outlook 97 to Outlook 2003 using a group
policy.
Do not seem to work properly.
Is it possible to create a Group Policy fro 97 to 2003?
Is there an .msi file for 97 which will work with 2003.
