Upgrade from 2000 to 2003 fails: Error 1304

I'm upgrading from Office 2000 to Office 2003, and on one PC I reliably get
the error message "Error 1304. Error writing to file:
C:\Windows\Files\ELEPHNTI.TTF. Verify that you have access to that
directory."

I know that this is usually a CD or CD-ROM drive problem (
http://support.microsoft.com/default.aspx?scid=kb;en-us;321339 ), but I've
copied the files to a folder on my hard drive and tried to install from that
folder. I get exactly the same error message. So I'm guessing this isn't a
problem with CD-ROM drive caching.

This CD has been used to upgrade Office in many other machines in our
organization, and the upgrade only fails on this computer. The same CD has
since been used to upgrade a different PC with no trouble, so I believe the
CD is in good shape.

I am running the upgrade as a user who is a computer administrator. (We do
not use Active Directory.) The c:\windows\fonts\ folder is read-only, but
it's supposed to be read-only.

I am led to conclude that this may be a problem unrelated to the CD or the
drive. I would appreciate any suggestions.
