Upgrade to Visio 2003 still possible?

Hi, I have Visio 2000 with 9 licenses at work. Lately users have been
complaining that they cannot open Visio files created with newer versions of
Visio. I cannot upgrade to 2007 because we are still running Windows 2000
(don't ask, it is necessary). Is Visio 2003 still in the upgrade path or are
you forced to go the 2007 way?

I didn't see it on the MS site Visio purchase page, but there was one out on
e-bay.
