Yes, but you should make sure you have a working 2000 disk. If you don't
have the 2000 disk to qualify for the upgrade I wouldn't recommend getting
just the upgrade and just get the full license. There's also a little trick
with the Visio 2007 upgrade that requires you to point to the
..\Install\Bin folder in the 2000 disk.
