Upon completion, can one use a free server like geocities or the lycos/tripod
network to host frontpage designed web sites?

Yes. A FrontPage web site is just a web site, unless it has features that
require FrontPage server extensions on the web server. In that case, you
would want to check with the service to find out if they have FrontPage
server extensions installed (many do).
