Use an Access DB without Access on computer

I have an Access DB for a group of people and some of them
do not have Access installed in their computer, is there a
way to use this without purchasing more Access licenses,
etc.?

You can use the Access Runtime. To get this, you would need to purchase
Office Developer Edition or the Developer Extensions, depending on your
version of Access. This will allow them to use the database, but not
create/edit in it.

So, you need one license of Office2000 developer, like this link

But i think that it's discontinued, also Office2002(XP) developer.
The last release is Access2003 with Visual Studio Tools.

In both case if you buy one license of developer you can distribute
in runtime your application.The final user don't need a separate license.
The end user can only use your application, no database modify are allowed.
