Use multiple functions in single formula

I am attempting to generate a formula that states if the data in cell A1=A2,
then merge the data in cells C1&C2 separated by a comma

Cannot combine both =IF and =CONCATENATE in the same formula

=IF(A1=A2,C1&", "&C2,0)

You can have two functions, you just use one =.
