Use of Web Access with Project Server 2002

I am having some difficulty determining if I should use
Web Access with Project Server 2002.

I am managing a very large project plan with multiple
components but we do not require a broad resource access
to the plan. Team leads (c. 20 people) will be responsible
for updating plan changes and status.

I want to restrict each lead to their plan sections and
want to use a approve and promote process for plan
changes. It seems this can be done with Web access but it
is not clear if I can just use Project Server 2002. Nearly
everything else in Web Access is either a nice to have or
not needed.

Has anyone done what I suggest using just Project Server
2002?

It depends on what you mean by "plan changes." You can
report progress and create new tasks through Project Web
Access, but by no means can you manage a project plan this
way.

You'll be disappointed to learn that if you do mean
managing a plan, there's no way to protect sections of the
plan from manipulation by anyone who can open it.
