User and group list lost when opening mdb file

In our work environment there are french and english users
with their respective microsoft access (english, french).
When opening a mdb file created from the english version of
access with a french version, all the users and groups that
were created are lost and security is gone. One explanation
might be that in the english version the two default users
("Admin" and "Users") are named differently from the french
version.

How can we prevent that?

What do you mean, the users & groups are "lost", and the security is "gone"?
If you mean that anyone can access the database, when they should not be
able to, this just means that you did not apply security correctly, to begin
with. Properly-applied security restrictions do not "disappear" when you
open a database from a different PC and/or version of Access. Did you create
a custom workgroup file? Have you copied that workgroup file, along with the
database?

One explanation might be that in the english version the two
default users ("Admin" and "Users") are named differently
from the french version.

That would be a wrong explanation.
