user does not have access privleges

When trying to open or edit Excel tables within Word 2003, I am receiving the
error "Word cannot open the document - User doesn not have access privleges."
The user is an administrator on the computer, and I've also tried
reinstalling the program. Also, there are no permissions set on the
document. Does anyone have any suggestions?

Disable the Office Plugin that comes with Symantec/Norton AntiVirus. See
