User e-mail sync problem leaves mail on server.

I have a user who Connects to Exchange server 2000 SP3
over a VPN connection. He syncs his inbox and then moves
a message from his inbox to a pst folder. After doing
this, the message will be gone from his inbox. When he
resyncs, the message reappears. It works correctly when
he uses dial-up networking.

Any ideas?
