User error on opening database with Access Runtime

We install the runtime engine using Administrator level priviliges from a
network share as is normal and it works for that user.

However when a new user logs on even with local power user priviliges the
program fails. This because it tries to add "additional components" for that
user and tries to go back to the original installation path to do so. In some
cases there is no network connectivity to the original installation source
and in any case the Application Installation source folder on the network is
limited to only a few select users and not to every network user.

How do I install the Access runtime module so that a new user does not need
to look for additional components.
