User has disabled hyperlinks in Help Menu for Office 2003

I have a user who has some how turned off the ability to click on hyperlinks
in MSOffice2003 Help menu. The links appear but she cant navigate the links
either by clicking on them or CTRL clicking. I can't find any documentation
for correcting this problem
