User id sync to Sharepoint

When I add a new user to PWA via the "manage users" dialog under PWA, what
triggers the sync of that userid to the sharepoint side. When I go to grant
that userid permissions to certain workspaces, I can't find it. What
triggers that action and can I control it. Using Project Server 2007 and WSS
3.0

When users are added to a project they will be granted access to the project
WSS workspace when the project is published.

If you are adding user manually to a WSS workspace that list should from WSS
servers Active Directory domain.

I understood the following two things cause a WSS synch
1. When you change a logon permission
2. When you give someone manage WSS permissions

Both of the above can cause a WSS synch, best practice is to changes to
categories out of production periods if you have a large number of WSS sites.
