User Level Security & Access 2007

I need to convert many MS Access 2003 applications to MS Access 2007. The
problem is that all these applications uses User Level Security and it needs
to be preserved when converted to Access 2007. I know that MS Access 2007
can preserve User Level Security by migrating the database whith the ".mdb"
file format. But I was instructed that these databases should be with the
new file format (".accdb") so that we would be ready to upgrade whenever the
next release of MS Access would be available.

Tell whomever "instructed" you that you can preserve ULS by preserving the
mdb format but NOT if you go to the new file format.
