User unable to edit Tasks

Hello,

I created a project plan and assigned tasks to a user. When the user
logs in to the Project Web Access to view her tasks, she has very
limited and inconsistent access to what she can change on these tasks.
In some tasks she can change the remaining hours, in others not. In
some tasks she can change the % work complete, in other tasks not.
What's the deal?

Another complaint from users is that they are able to create tasks, but
then are not able to change them...
What are we doing wrong?

It sounds like your Project Server administrator failed to lock down the
default method of tracking progress for your organization. Because of this,
each project manager can set the method of tracking on a project by project
basis. It sounds like your team member is assigned to several different
projects which use different methods for tracking progress. Because of
this, I would strongly recommend that you folks decide how you are going to
track progress in all of your projects, and then ask your Project Server
administrator to set this as the default method in PWA and then to lock it
down.

Beyond this, when a team member submits a new task, you as the PM must
approve the new task before the team member can enter actuals against it.
