Perhaps what I am asking isn't clear.
What I would like to have is a macro that creates a chart
and attaches it as an object to a task. When the user
wants to view the object they would do a split screen and
then select Objects from the follwoing menu (Format >
Details > Objects). I have seen this in a MS Project add
on product called Risk+ by CS-Solutions, so I know it can

You will see a sample screenshot on this webpage.
On the sample screenshot you will see an object
called "Embedded Graphic". It does not show it in this
advertisement but that graphic actually appears in the
Task Form when you have a split window.
