Username and password

I would like to use FrontPage and establish a traditional
UserName and Password Registration system. Right now, I
am using a gerrymandered system, but it is not foolproof,
and won't work on an ongoing basis.

FrontPage's system has a comment that self registration
doesn't work on servers that use Windows 2000.
Unfortunately, that is the Operating System that serves
my site. Do you have a way for me to program a usable
UserName system?
