Users cannot open Web pages on Server to edit??

I have am trying to grant users permissions to edit/publish pages to
server. So far I have granted the following permissions:

1. Administer, Author, and browse permissions from Frontpage Tools -
Server - Permisssions

2. 'Log on Locally' plus 'Access this computer from the Network'
permissions on the server.

3. NTFS Full Control permissions on home directory folder.

However users cannot open Web pages in Frontpage - they get prompted
for username/password but when they enter details it returns the login
screen and does not open the web.

In the event log of server I get successful logon for the users??

Any ideas on what additional permissions I need to grant??
