Users can't publish to Project Server

I have several users that can not publish to Project Server from MS Project.

I checked the group / category rights and they have the right to Save a
project.

Is there some other permission that lets them publish?

Two questions:

1. What happens when they try to publish? Do they see an error message?
What?

2. Have you changed any of the default security settings for these users or
any Group to which they belong?

I am so sorry. This was a fire drill. It was their categories (which I know
to check, and did, but I was confused.) I've been very sick this week.
