Users get error when trying to book a resource room

This is a resource room that worked on Exchange 5.5 but since moving it to
Exchange 2003 users trying to book it are getting this error:

You marked "Resource Room A" as a resource. You cannot schedule a meeting
with "Resource Room A" because you do not have the appropriate permissions
for that account. Either enter the name as a required or optional attendee
etc,etc,etc

I have it setup with the automatic accept meeting requests. Then on the
calendar the following permissions have been granted. Default = author, and
an owner listed.

Any ideas would be appreciated.
