Users inviting conf rooms as ATTENDEES. Is it possible to force invite as RESOURCE?

We're using Outlook/Exchange 2003, and we've had a lot of success with
conference rooms as resources. Unfortunately, when setting up Calendar
events/invites, the users keep adding the conference rooms as "Required
attendees" (which seems to be the default for any invitee), instead of
adding the conf room as a resource.

Is it possible to force the conf room to automatically appear as a
resource in the invite?

Or, even if invited as an attendee, is it possible for Exchange to
automatically treat it as a resource booking?

I'm getting tired of breaking up fights over conference rooms everytime
a luser botches this.

Exchange 2007 + Outlook 2007 will offer that functionality. Until then, either train your users until they get it right or look into the Exchange Resource Manager or other resource tools listed at http://www.slipstick.com/calendar/skedresource.htm#tools

We resolved this by setting up a Rule for the resource. The rule looks for
email in the inbox, deletes it, and replies to the sender - reminding them to
book the room as a resource NOT an attendee. A link on the reply points to
instructions.
