Users is "Manager" or "Team Member" but shouldn't be

I am pretty good with the Security in Project Server.

I have created a new group, and new category, and placed 2 users in
this group (AD users).
I created new projects, and only placed those projects in the new
category.
The users are not a member of any other category.

In the category, i also specified:
"Allow users in this category to view all projects they manage"
and
"Allow users in this category to view all projects in which they are a
team member. "

The users can see the projects I have placed in the category, but also
3 other projects.

The users get access to these other projects, 1 because they are a
team member, and 2 others because they are the "Manager".
The users were team members, or the manager of these projects, but
this is no longer the case.

I have change the Manager of the project, and republished the whole
project plan (I changed it in PWA), but still the user has "Manager"
permissions (Since they can open project in Project Pro).

Same with the "Team member", user has been removed from all tasks, I
have ensured they no longer exist in the project, and remove them from
"Assigned resources", but they can still see the plan.

I have tested this a few times, and all works fine, but I just want to
work out what is different with these projects.

I have been searching through SQL Databases, but not too sure where to
look.

Has anyone else experienced this behaviour?

Hi Brent,
In the project plans that you removed the resources from
the tasks, did you also remove those resources from the
Resource Sheet on the project?
If a resource is on the resource sheet for a project, they
are granted visibility and access to that project.

No this is not the case.

Is there anyway to determine who project server actually
thinks is a Team Member?
I would imagine I would be looking through SQL tables, but
can't seem to pinpoint the exact table?

Did these folks ever do any work on the project? If so, they've got an
historical connection to the project through completed assignments.
