Users set inactive after every AD sync - Project 2007

In Project Web Access for Project Server 2007,
I setup a group in AD and linked it to the enterprise resource pool. I
setup some more groups and linked them to the user groups in Project
Web Access. I synchronized with AD and all of the users were put into
the Enterprise Resource Pool and added to approriate groups in PWA.

Here's the problem:
Every time the AD syncs now, it sets all of the users to Inactive.
They are in the AD group with active accounts. If I delete a user from
the Resource Pool and then sync it will come back across.

Why are they being set to inactive?

Every time this happens i have to go through the PWA user list and
manually activate them one by one.

Are you sure the AD group you have synching to the Enterprise Resource Pool
has all the users in the system? The group synching with AD should be all
inclusive where as the groups associated to the specific security groups
should be subsets of these users.

Yes. users in that group get deactivated.

I even tried syncing with the Domain Users group. No luck.
