Using Custom Setup Wizard

I have created a workgroup called secured.mdw
to secure the database I created in access2002. Now, I am
trying to run the database in access 2003.The question is
when I run the Custom Setup Wizard, must I use this
workgroup or the system.mdw. If I am to use secured.mdw,
then why am I unable to open the database.
I can open it in ACCESS 2002 with no problems.
