using fp2003 to ftp sites

Finally FP has a somewhat promising format for ftping files to and from a
site. My problem is the files_vti_cnf produces an error when downloading a
site to my harddrive. (URL is invalid, refers to a nonexistent file or
folder or referrer is to a valid file or folder not in the current web)

Do not upload/download _vti_cnf (or any other folder named _vti*) or their
contents. They are not required on an FTP site, and if moved between sites,
will corrupt any extensions on the receiving site - this includes the
sub-set of extensions used with a disc-based web.

FrontPage never moves _vti* folders or their contents between servers or
webs. These folders and files are always created/updated in the webs when
using FrontPage extensions and HTTP publishing, and are ignored[1] when FTP
publishing.

[1] The files in _vti_cnf on the local system are used to determine which
files are changed, and which have to be published. They are updated when a
file is published.

Removing the _vti* files from the remote site let me publish the site
locally, but now I have no borders or banners.

That is normal when you download from an FTP site.

Make sure you download all the folders - including _borders, _derived,
_themes and _overlay. If any of these are missing the shared borders,
navigation buttons and theme will disappear when the web is opened in
FrontPage.

The navigation would probably have to be rebuilt regardless.

The navigation is stored in the local _vti* folders, and saved into the
pages when the pages are saved locally. The uploaded site does not use the
_vti* files (which are often corrupted if FTPed, anyway). If you download a
site using FTP, the navigation data does not come down with it, or it is in
those corrupted _vti folders/files.
