Using FrontPage 2003 Restore Web Site to Create a New Site

I have followed the instructions in Microsoft TechNet "Backing Up and
Restoring Web Sites Created with Windows SharePoint Services" to create a new
site using the FrontPage 2003 Restore Web Site. Unfortunately when I reach
the command to "specifiy the location of the new Web site", if I have created
an empty site in advance, it tells me the site is in use. If I don't create
it in advance it tells me no site exists.

What am I doing wrong?

That would still apply to a remote site hosted on a server...

If you have the live site open in FP, then you can publish it to a folder on your local machine.
Some times you have to create the folder first and then open in FP as you indicated before you can
publish to it.

If you are working against a web server, the root web must be create by the web host via server
manager application (under IIS, that would be IIS MMC). If the extensions are configured to allow
subwebs/sites, then you can publish to http://rootweb/subweb otherwise the subweb may have to be
created via the FP Admin functions, etc.

If using WSS (and not the FP SE) suggest you ask in a WSS newsgroup
