Using Frontpage as an XSLT editor

I believe FrontPage 2003 can be used to design XSLT. However I cannot find any mention of how to do this in the help

I have an XML data document

I want to design an XSLT transform for this source document using FP

How can I use FP 2003 to achieve this

Alternatively, are there any other tools I could use

You might try XML Notepad.
No longer supported by Microsoft but you can download it here:

FrontPage 2003 is an XSLT editor. The limitation on this functionality is
that you need to be authoring against a server running Windows SharePoint
Services.

In the FrontPage help, do a search for "data view" or "XSLT" and you should
find a lot of information as well.
