Using Infopath to view data

I am the technologist of a school system and I would like to able to put forms online, so that the teachers could use them to submit purchase orders. After a teacher fills out an order it has to be sent to the principals, and then to the Super. All of these requests need to be viewed and approved then submitted to the next location. How can this be done online, there are no email clients on the machines. At the end the form will be printed by the Super but it must remain formatted to look like the form.
Any help would be appreciated.
