Using measures on a row axis in the pivottable.

I'm trying to use measures on a row axis such that data is grouped first by
the measure, and then by a dimension. This works fine in the built in
browser, but i can't get it to work at all in the pivot table. Does anyone
know if this is a limitation or if its been fixed?
