Using MS Server Actual Hours for Billing

I've been told that MS Project Server Actual hours can be modified without
going through timesheet submission, and therefore not reliable for
invoicing. Is that correct?

If so, is the security that can be used to limit actual hours updates only
from timesheet submission.

MS Project Server 2007. I can check on the SP number, but is it possible
that one version can address the issue over another one?

Firstly I recommend updating to SP1.

For one client, I have created the Invoices using the Timesheet data in the
Reporting db. Even if the PM edits the actual hours in Project, the
Timesheet hours remain unchanged. Create a new View in the Reporting db to
show the timesheet hours your are interested in then do your invoicing from
it. This is the main benefit of separate timesheet hours for PWA. Note the
Views already created for you in the reporting db, all views ending with
userview are especially useful: they have all custom fields in them
automatically.

That is very helpful and exactly what I was looking for. I also ordered
your book (VBA Programming for MS Project) to assist with another problem I
was having. JulieS recommeded it and I appreciate you having the reference
