Using Outlook for Mail & OE for News groups

If I'm using Outlook for Mail & OE for News groups, will OE download my mail
while I'm using it for newsgroups? I don't want it to, but feel a little
bit apprehensive when I click the OE icon...

You could delete your mail accounts from Outlook Express or you could just
disable them (keep them from receiving mail) by clicking Tools > Accounts,
then, for each account, unchecking the ability to receive mail.
