Using Outlook, how do I set or change "send/receive email" to time of my
choice. Right now it only send/recieves when I request it mannually

Hi,
open Outlook
Tools > Option > Mail Setup > SEND/RECEIVE Button
there you can set your options

You need to set up an automatic polling interval for doing a Send/Receive.
Since you don't give your Outlook version, I can't be more specific.
