Using Outlook Reading Pane in Outbox folder

Why won't Outlook let me use the preview pane in the Outbox folder? When I
go to "View" > "Reading Pane" -- all the options are greyed out.

Because any interrogation of a queued message for sending will trigger it
not to be sent.
