Using Project in ongoing work

I know its not the optimal situation to create projects that have no end,
but we have the desire to push all work into project so we can quantify
(ROI) our efforts across many areas of our company.

Is anyone using project server 2003 in this manor?

Some folks use administrative projects to capture non-project work. Just a
thought.
