Using reporting services for summary reports

Hi,
Using Project Server 2007, I can easily write custom reports using
Reporting Services, from the Project Server database.

What impact does this have on CALs? Do I need a CAL for each user who
accesses each report?

If you are not touching a service provided by Project Server, then you don't
need a Project Server CAL. Therefore, for SRS, you are going directly to the
reporting DB, you do not need a PS CAL, only a valid SQL licence (CAL or
Processor).
