using transforms with Action Pack fails

I have a 10 user Action pack version of office 2003. I am trying to use the
Custom Installation Wizard to make a transform. When I attemt to install
office using the transform I get an error.
"Product: Microsoft Office Professional Edition 2003 -- This version of
Microsoft Office 2003 does not support Office Custom Installation Wizard
transforms."
I though that the action pack was a full version like the msdn version.
What's up? What versions can I use with transforms? MSDN? Action Pack?
Retail? OEM?

Hi Ken,

You'll need to contact the support folks for MS Partners
for specifics on the Action Pack subscription.

The Action Pack includes retail use licenses with specific
restrictions on their use. It is not an Enterprise/volume
license edition with matching key, which is required to
use an Office Admin Point for setup.

You can use the Office 2003 Local Installation Source (LIS)
setup feature/method with an MST.
