Using Variables to Create Outlook Profile

Can I use %ExchangeServer% to specify what server a user belongs to. CIW Help
says I can use %username%.

When I try to launch Outlook the variable is not getting resolved;
eventhough it exists when I do a SET from the command prompt.

The goal is to have any user login to any machine (no matter what exchange
server they belong to) and get their mail without any admin intervention.
