Using Web Links to WSS Documents

Can someone provide instructions on how to set a web link
that provides direct accesses a document in WSS?

For example, I have a document called "test.doc" in
Project Web Access 2003 / Documents / Public Documents /
Shared Documents. I need to send a link to a customer so
they can access test.doc without navigating the document
folder structure.

The URL to get shows up as
http://appdev08/projectserver/doclib/DocLibDrillDown.asp?
DocLibName=Shared%20Documents&DefaultPage=%2fsites%2fMS%
5fProjectServer%5fPublicDocuments%2fShared%20Documents%
2fForms%2fAllItems%2easpx&ProjID=-99

but it takes me to "Shared Documents not the document
itself.

Try right clicking on the file name link for the document in the library and
choose properties. Harves the link from the properties dialog.
