This is not something that ever troubled me, so I don't know. Best I can
say is to not display week numbers on Gantt Charts and instead show the
date of day which marks the start of the week.
I looked for an example of "most" other calendars in my office. I can
find none that have only 52 weeks per year. I suppose if they started
counting at 0 it would work. My pocket calendar published by Collins has
Week No. 53 assigned to the week starting Monday Dec 28, 2009. (I could
quibble why they started week counting on Monday rather than Sunday, or
Wednesday, or whatever, but that a different debate).
We have to blame the people who invented calendars. (Why is a day not 24
hours? Why is leap year required? Why don't we use decimal number of
days per month? Why are there not 14 months in year?)
