UTF8 displays as garbage in subject and body

I've installed all the language options for Office into my US English
language XP Pro PC. However, messages in Thai and Hebrew display as garbage
on the subject line and in the body of the message. If I cut and paste the
garbage into a blank Eudora message and change the font to the appropriate
language, they display correctly. Thai and Hebrew also diaply correctly in
Internet Explorer.

How do I get this to work with Outlook?
