Is there a utility to run on a web that lists the sites who is linking to my
photos?

Like Steve said, the only way is to analyze who is actually viewing them in
the web server log files. Your host may provide these for you, then again
they may not let you touch them so you'll need to see if you have access.
There may be a referreral variable in the information for the images. This
should tell what outside source referred the user to this image. If someone
just downloaded the image to use in their own site you won't know that as
the web server logs just view it as a hit to the site.

In addition, you should quickly find out that you can't know WHO viewed your
pictures, but only the IP address that downloaded them. Quite often IP
addresses are assigned dynamically, which means that the same computer may
have a different IP address today that it had yesterday, or last week. Also,
if the browser is using a proxy, the IP address will be that of the proxy.
