Validation?

I am working with frontpage 2003 that creates this content: <META
content="MSHTML 6.00.2900.2096" name=GENERATOR>

But with the w3.org html validator, sends me this error:No DOCTYPE Found!
Falling Back to HTML 4.01 Transitional

I need to know what proper doctype should I add at the top of the html code,
and frontpage doesnt do that. I am using inlines frames and still dont know
what w3.org doc I am using.
