Vanishing Global Address List?

We are in the process of upgrading ~1000 computers to
Office2003 from 2000.

An Outlook issue that has come up that the GAL and other
of our address books are not available when Outlook is
started. If the user closes and reopens Outlook, the
address books are then available.

This is an intermittent issue that I cannot reproduce
reliably so troubleshooting is especially challenging, any
ideas?

You didn't mention what version of Exchange is in use, but if running
against Exchange 2000/2003. I would think there is some sort of issue about
contacting a Global Catalog server. (or being referenced to one that was a
Global Catalog and isn't anymore.)
