varying column widths

Is there any way to a set of like 10 cells with a column width of 20 and
then below to have a set of cells with a column width of 10? I imagine the
answer is no, but I am hoping.

The answer *is* no, because width is a property of the column, not
individual cells. You can merge cells in two columns to create wider
cells, but that, IMO is usually more trouble than it's worth
actually, AFAIC, merged cells are the spawn of the devil).
