VB.Net COM add-in in Outlook 2000

Hi.

When I'm trying to create a test COM Add-in for Outlook according to the document at http://support.microsoft.com/?kbid=302896, in Outlook i recive the message "....is not a valied Office add-in".

Why is this? Ain't it possibel to create COM Add-ins in VB.Net to use in Outlook 2000?
