VBA active windows -- why are there so many?

From access (design view of a form, etc.) i open the VBA editor. I
immediately get a lot of open windows (different modules, either in the
project or in my library). I bring each one up and close it, leaving
perhaps only one or two that i am interested in. Eventually, i leave
Access. When i return to VBA, all those &*(#$#&* windows are opened
again. I have tried different combinations of closing VBA before Access
or not; "save"ing from VBA and/or Access main windows, etc. -- but
nothing seems to work. How can i get the VBA editor to update its list
of which windows i want to have open?

I have found that doing a compile, closing all open windows, closing the VBA
window, then doing a compact/repair makes em all go away.
