Very slow operation in OL2007

Hello,

We have an Office 2007 installation which is giving us problems. In
outlook, the user is complaining that when they go compose a new
message, there is about a 20 second delay before they can start typing
a message.

Also, after send-receive button is pressed, there is a noticeable (20+
seconds) lag.
They even go on to state that other Office functions (save document)
gives this 20
second lag.

How can this be fixed?
