very strange spellcheck problem in Office XP SP3

My Windows XP Language and regional settings are set to English UK. (In fact
there is no other option there). My language setting in Word is set to
English UK and indeed does default to that when spellchecking a Word
document. Outlook is set to use Word as the Email editor, and
Tools-Option-Spelling-language is set to English UK.
WHY then, when creating a new email, does the spellcheck use *USA* English
as default?

thanks very much for that - actually I got a pointer from there to install
the MS Office XP language Settings module and remove the USA option. That
seems to have worked!
