Is it possible to insert video footage into a powerpoint
cell? If it is, what programs or equipment would I need?

No special program needed for some movie file formats. The hard part is
recording a movie file from your source and obtaining copyright clearance.

Just click the following sequence:
Insert | Movies and sounds ... | Movie from file | Browse
and navagate to your movie file.
